The first Constitution of independent Azerbaijan was adopted by referendum on November 12, 1995 under the leadership of National Leader Heydar Aliyev.
Speaking about this, national leader Heydar Aliyev said: “We must prepare a project and finally adopt a Constitution that will be the Basic Law, a historical document that will ensure the long-term stability of the independent Republic of Azerbaijan on the basis of democratic principles. The separation of powers - the supreme executive, the legislature, the judiciary - all must be based on the will of the people, through elections.
